Why is high velocity mag the component of headhunter instead of headshot booster

i wonder why. perhaps they just want to have more of this stat and see how people play with it, so while it seams a failure in flavour to not have headshot booster ->headhunter, perhaps its just a test thing and it will be the other way around afterwards.
velocity feels good to land hs. if i click head i want to get head effect more reliably. could also be in crippling headshot why not? perhaps velocity into crippling and booster into headhunter down the line
 
Velocity is kinda in the meta right now, so changing it woldnt be the worst idea.
Or they could make it so you need headshot booster or high velocity mag, so its like you have 2 paths for headhunter

for now they are making it single purchase or linear buying. simple item trees work best. the games that have multiple components is because they always have and have lasted the ages or adapted to more streamlined ways.

it becoming from hs booster is more thematic. velocity being meta doesnt make people get headhunter. its still a sell item very often. I personally dont see a reason or why viscous or dynamo would go harder on that over focusing on their utility, and they are velocity lovers.
 
Another reason to make it be headshot is what you just said, the characters that take high velocity mag dont even use headhunter. So the item costs 500 more when most characters that take the thing that makes it cost 500 less dont want it.
