While offline, I'm getting kicked out of the sandbox and can't play solo vs bots.

My internet went down so I put Steam on offline mode and I booted up the game to test some things in the sandbox. After a while, I get an error about the server and I get booted out of the sandbox. Also, I can't play a solo game vs bots while offline.
