If you use Kinetic Carbine at the just right time, during when you are shooting the weapon, the ability will do nothing even though the animation and audio plays. It's not just a visual bug, it actually does 0 damage and does not slow the enemy down.
It's actually quite easy to replicate, only a few attempts during the burst shooting will reproduce it.
Discovered during while I was playing against bots to test something else. Match ID: 32448548, in-game time (not replay time) of 27:25
