Weighted Shots Stamina Recovery Bug?

I was in the testing area looking at Weighted Shots' interaction with Stamina Recovery. The base stamina recovery time for all characters except Mina and Kelvin is 5s. Weighted Shots has -20% recovery, assuming no other items/buffs we should expect stamina recovery to now be 6s(-20%) with Weighted Shots. The recovery ends up being 6.25s, 1.25s(-25%).

I am wondering if this is a bug or if there is some formula/math/interaction that I don't know of, or understand. I know that most items and stats work multiplicative with others, scaling, diminishing returns, etc.. but should that be happening for a single item that makes the cooldown longer?
If this is correct, could someone please educate me. I couldn't find anything about this on the movement wiki. I know there are sometimes visual bugs with the math shown in tooltips, so I manually tested and it is definitely 6.25s. I also tested on different characters that have different base stamina amounts to see if that is a factor, but it isn't. Testing the items that make stamina recover more quickly results in diminishing returns as expected.
