Vyper's Venom Activates Faster With Debuff resist

When im against a vyper and get an item with Debuff resist. I noticed that Her Venom Procs Slightly Faster than usual, i thought "oh ok, might be intentional, probably reduces Damage"

I then tested it within sandbox. It seems like It does Proc faster the stronger the Debuff resist is, WITH NO DAMAGE REDUCATION.
