As the title says, the down dash that was given to viscous' Goo Ball is restricted to tier 3 Goo Ball. This seems unintentional due to how double jump, a similar movement ability, is not locked to T3 Goo Ball, and instead is usable at all Tiers. If this is not a bug, it would be nice to at least know if this is intentional. Below is a video demonstrating me attempting to down dash while inside of Goo Ball at all Tiers, with it only be successful at Tier 3.
