vindicta sniping from top of buildings impossible to hit back or even dodge

vindicta spotted very high up on map impossible to attack sometimes or even see(happend near walkers so i assume this is the very tall building between the corner lanes
she also runs aways from top of mueusuem (After a shiv hooked on her and went up and i threw a ball as 7) over the big giant buildings in mid which no one should have access to
there was no damage to her and she seemed fine
