Victor's ultimate can be upgraded mid animation to get an explosion that does not match the visual indicator.

If you upgrade Victor's ult while you died and are mid animation, the tier 1 upgrade allows you to increase the explosion radius and damage, this will apply to the actual explosion, but not to the visual green indicator for the radius, this causes players that are visually outside its range to get hit by the now bigger explosion.
 
This is the same for all abilities.
Yes, that is not the issue, all abilities can be upgraded while they are mid use, that is fine, the problem is that the upgrade of this one causes the visual and explosion to not be the same size, so you can effectively never trust the radius that the game tells you is safe or not

I thought they meant that all abilities that increase range with upgrades can create this bug, not just victor

Any ability upgraded mid use get the whatever the upgrade does. Not only limited to range. Also any ability with range has the same effect not just Victor. Has been like this since forever and has already been mentioned for other characters abilities pre-Victor.

The point is that the range gets increased but the visual indicator doesn't.
