In my opinion this items are: Split shot, Alchemical fire, Blood trebute, Spellslinger, Rebuttal, Metal skin, Plated armor, Witchmail, Spirit sap, mystic slow and cold front, Decay, Disarming hex, Curse, Focus lens, Scourge.

All my conclusionts based on my personal expirience and unfortunatly i dont have trustwortly statistics.

Split shot: uselles because all unigue advantages are replaceable with other items that have better profit and output .
I suggest rework Split shot to item that in short period time changes Single bullet type shooting to Shotgun type shooting and working backwards. I think this items would have way more potential. Also current Gray Talon ability work as split shot can be reworked same way.

Alchemical fire: uselles for same reason as Split shot.
So I suggest make this item Toxic Bullets analog for character abilitys. After purchasing all your damaging abilitys applyes stack and after target gets N amount of stacks they start burning. Just current effects of alchemical fire but with reduced damage and on target burning. Still gun item, same passive stats.

Blood trebute: uselles for same reasons as Split shot and additional 40 damage per second makes you lose any fight if there no huge skill difference.
I suggest just copy Cultist Sacrifice usage, like VIctors second ability.

Spellslinger: i suggest reworking this item. Instead of getting fire rate you getting impowered shots after using ability. More charcter will benefit from additional damage from shots instead of fire rate. This can be core building item if he gets lower tier components in my opinion.

Rebuttal: rework it and make it Counterspell component. Also you can make Counterspell analog but againt gun damage.

Metal skin and Plate armor: one can be component of another and their stats can be mixed.

Witchmail: instead of reducing cooldown of random ability it can boost damage of random/next ability. Also effect can be triggered by all damage, not only spirit.

Cold Front: i repeat myself and again and suggest making altearnative usage that imposes cold front effect on ability. I just find it uselles and not cool to have sepparate usage for this item. Also no one purchase Mystic Slow separately because of Cold Front.

Scourge: i suggest make it passive and make Torment Pulse his component.

Rest items of my list, in my opinion, can be removed from game and replaced with other items or completly reworked.

OK. Your takes are pretty bad almost across the board.

Some counterpoints

Split shot is actually very useful for heroes who don't want to invest in Ricochet, but have a good gun that would work well with area damage. It is a passable counter point to Cold Front. Vyper and Paige are great examples of this.

Alchemical Fire is VERY VERY strong. Literally any hero who has some kind of area lockdown loves this. There is good reason as to why Vindicta was so popular with her double stake builds. Mo and Krill as well as Paradox REALLY like this as Alchemical fire is GREAT on them.

Blood Tribute is struggles because it is such a high skill ceiling item. It needs some way to make it easier to maximize.

Spellslinger is fantastic on Spammy heroes. It is all about enabling Hybrid builds.

Rebuttal is the single highest value per souls item in the game. It is the only T1 item that scales as well or better than most T4 items. It is cheap so it doesn't provide much investment, but it otherwise is VERY powerful when you can get it to proc regularly.

I feel like Metal Skin should have it's duration increased whenever it prevents a certain amount of Bullet damage (up to a maximum amount). Plated Armor is already incredibly strong and should not have anything else like a component added to it which would make it even stronger.

Cold Front has been and continues to be one of the highest purchased items in the game. It provides both increased burst damage as well as being a great farming tool. This is easily one of the most useful items in the game.

Scourge is a situational item, but is both a very high value Support item to protect your carry from Spirit damage as well as a great item to complement Torment Pulse for a frontline hero. Very strong item, especially when combined with things like Spirit Lifesteal. Practically a Colossus that you can use on other people for Survivability, and otherwise provides huge damage.

refering to my opinion as bad is kinda antagonistic.

My takes based on my view of fun and usefull items. Never seen Vindicta, Mo Krill and Paradox with alchemicall fire. And even if i see them in future it doesnt change how small and not fun usage this item have. You and i dont have statistics behind bour back but something tells me that alchemical fire purchased super rarely, i bet this one of most unpopular items.

i dont know in which ideal world you saw Split shot hiting 2 targets with more than 1 bullet.

with this all your examples ends. I suggest for you not call your own takes as counterpints if you dont have more examples and actual in game situations. Refer to 6400 item sirit item with more damaging stats and effects as situationall ADDITION for support character is kinda dumb, even in small amount of game where support have 6400 extra souls, i have a big doubts he decides to invest in Scourge. Also take that all this items are strong not stoping me and i guess many more players not to purchase them.

Anyway thanks to your opinion, any other sort of view is helping to reach truth.

Statlocker is known to collect stats about item usage as well as their win rate when purchased. Obviously win rate isn't 100% indicative of if an item is good or not (it depends on why you're buying it) but it is a reasonably good one.

Metal Skin has a low win rate. I agreed with you that it needs to be updated. It will, however, always have a low win rate because you are usually buying it to counter an overfed M1 carry, but it still has a lower win rate than is ideal.

Plated Armor, however, has a high win rate, which means that we shouldn't be adding things to increase it's strength. T4 items, however, typically have a higher win rate than others as they are more common on higher soul value teams, and higher soul value teams have a higher chance of winning a match.

Scourge has a VERY HIGH win rate, even for a T4 item. It is VERY STRONG for all of the reasons I listed. This is also compared to it's tier on the right side column, meaning that even for it's cost it's very effective.

Cold Front has a High win rate for it's Tier.

Split Shot has a slightly low win rate for it's tier, meaning it's mostly fine. Could use maybe a bit of a buff, but probably not.

Alchemical Fire has a slightly higher win rate for it's tier, meaning it's likely mostly fine. It does what it does well.

Blood Tribute has a high win rate for it's tier, but the buy rate is VERY low, so the stats aren't very reliable. (it only has a .6% buy rate, substantially lower than most other items). This means the item needs to have changes made to it to make it more appealing to a broader set of heroes/players.

Rebuttal has a low buy rate and a pretty low win rate, so maybe it does need a buff. It is also primarily used as a crutch for melee heavy heroes, so there's that to factor in too.

So... yeah. I did come with data to substantiate my stance. You admitted you don't. To add to these stats, I also have talked with my team's Coach (an E6 player whom I won't put in the spotlight without his knowledge) as well as other public coaches and high rank players generally agree with what I've said based on conversations had with them.
