Unintended doubling on the cooldown increase in the latest patch?

Every abilities that have a cooldown reduction upgrades somehow had their value reduced this patch.
Using pocket 2 as an example, the base cooldown went up from 30 to 31.8(which is the intended part) but the lvl 1 ability cooldown reduction upgrade got reduced to 14.1 sec from 15 sec.
This means that after upgrade that ability went from 15 sec cooldown to 17.7 sec which is an 18% total increase instead of 6%.

It seems that by globaly increasing all cooldowns it instead invertedly reduced the value of those upgrades which results in a larger increase of the cooldown than initially intended.

It feels to me like an oversight. Those upgrades value should also be increased instead of reduced so that the total cd once upgraded end up being actually a 6% increase and not a end up being an extra nerf to any ability that comes with a cooldown reduction upgrade
