Unable to upgrade ult using hotkeys after change

I have changed hotkeys for my abilities and using R for my ultimate , Q , C , E for my other abilities. Whenever i level up i can upgrade my Q, C , E abilities pressing ALT + Q , C or E but the ALT + R isnt working i have to click it manually, i can still use my ultimate normally pressing R the issue is just leveling it up with hotkeys.

I have nothing else configured for the R hotkey .

I need to use Alt+1234 despite having rebound hotkeys to level up using Alt now.
