Bullet Forge: You regenerate bullets into your clip/magazine/chamber passively. Rate depends on maximum clip size (Smaller clip size regenerates less)
+15% Bullet damage
+30% Ammo capacity
+5% Bullet Life Steal

Spiritual casing: Whenever you fire a bullet you have a X% chance to ADD a bullet to the clip instead of expending it. Chance is based on spirit
+15 spirit power
+0.6 Move Speed
+5% Spirit life Steal

Stat explanations
Bullet forge: Less overall stats given compared to other tier 4 weapon items since regenerating bullets is pretty good
Spiritual casing: Give a teeny bit of spirit just incase a gun build is rushing this so they can make use of it, Move speed since your buying this to be relentless in fights and a bit of spirit life steal for fun, Maybe swap it for bullet life steal if needed

Notes:
1. Bullet forge should never give effective infinite ammo, Moreso just act as an extender of your mag that can replenish mid fight if need be and just feel cool
2. The math on spiritual casing would probably vary between characters due to mag sizes differing but i imagine that on someone like abrams it'd be a 30% chance with a spirit build and ivy it'd be like a 15% chance on a spirit build. But to be honest you'd probably just have to trial an error til it feels right.
3. Spiritual casing could maybe be a tier 3 instead of 4 which would allow it be used more freely in gun builds but, its a scary item so im putting it up there personally.

Interesting concepts.

I honestly don't mind bullet forge and could even see it as a viable T3 item if it removes the ability to reload manually. That way you have to rely on the bullet regen or items like Melee Charge/QSR. I would actually probably have it always regenerating ammo, but the rate grows the longer it's been since you stopped shooting and the amount of ammo you had left in your clip (going to 0 granting the highest rate of ammo regen). It would be core on heroes like Infernus who really just want to keep constant low volume of rounds up as needed once they get Afterburn up, but for others it's probably usually better to snag something like Titanic Magazine (unless you're something like, say a Pocket, MnK, or other heroes who might spend a modest amount of time not shooting due to casting animations). All in all, it's an interesting idea.

As for Spiritual Casing, if it's T3 it needs to match Titanic Magazine at probably a modest Spirit investment (so around 60% chance at something around 120-150 Spirit. Maybe more) and should be better than Titanic Magazine at Higher spirit (but with diminishing returns obviously) and worse than Titanic Magazine at low Spirit.
 
Ammo is such a non-issue since active reload and quicksilver is just so good for pretty much any hero considering a gun build. Titanic mag gives +120% ammo, and has gotten nothing but buffs every update, yet nobody buys it. Bullet forge would just be titanic mag, but a tier 4 with mediocre stats, a slightly interesting passive, and still taking up a gun slot that would be far better used on practically any other item.
