Two ideas I got for Refresher to be balanced item

So Dota always had ability to buy item that essentially gives u second ult and despite it often giving people too much advantage,in Dota its still kind of balanced item.
Also having trait/item that plays of most powerful champion ability is always cool since it gives u actually more of a strategic power than just simplistic huge statcheck(look at Boundless Spirit,such an boring and underwhelming to get item)
1.So first idea is bad,but I think initially its can be something to play around a lot then just knowing that someone has two freaking ults essentially every fight since buy.
Lower price of 3000 souls(or maybe not),but instead it would have only one use,than item is broken and won't be able to buy it until well,next match
2.Item instead of just refreshing ur Ult,upon activation gives ur next just a little bit more spirit power(in balanced amounts) and halves current Ult cooldown.
P.S.I have feeling I seen some post where people already talked about it,i just hope I don't repeat anyone.
 
I honesly think that Refresher is a balanced item, they just need to make more heroes that could use it effectively, so that both teams could have 2 game-warping ults, then it becomes a matter of who could use theirs better. Right now one team has a Dynamo with a refresher, and the other team can`t have a hero with a game winning ult.
