Transcendent Cooldown not working with Mercurial Magnum

Transcendent Cooldown does not apply cooldown reduction to Mercurial Magnum or Quicksilver Reload

Doesn't, but yes. It would be nice to see either a bug fix or an explanation as to why it doesn't affect the CD.

It doesn't work with any chargeup abilities, like qsr,, merc mag or burst/tankbuster
