Transcendent Cooldown doesn't affect Siphon Bullet's & Escalating Exposure's internal cooldowns.

Other internal item cooldowns, like tesla bullets, spirit burn, etc, are affected normally. This leads me to think this is a bug rather than an intended interaction. If this is an intended interaction, I feel like there should be a specific icon difference between the items that don't function off cooldown reduction.
