Toxic Bullets Severely Lowers Damage of Seven's 3

Here is my damage after one full mag with Seven without Toxic Bullets. Full mag, body shots, 3 active.

Here is my damage after one full mag with Toxic Bullets. Same build otherwise, all body shots, 3 active. Less than half the spirit damage from the 3.

3 was active for the entire mag for both tests.

Toxic Bullets seems to do this regardless of other items in the build.

Tested a couple of other characters and so far it seems like only Seven's 3 is affected.

UPDATE:
Toxic bullets by itself does seem to lower the damage. With level 1 3 no items, the 3 does 110 damage with one mag. But with only toxic bullets, it only does 100

I can't reproduce this today. max level hero, power surge's damage is consistent, only buying toxic bullets or not buying them.
 
I think I've figured this out.
This test build of yours is just too overpowered lol.

First off, the items you've bought there (including Toxic Bullets) costs 69050 souls. While I've had like, maybe 2 matches ever where 1 person got to that level of economy, this is not really a reasonable build in practice.

Secondly, this is only reproducible with max Escalating Exposure stacks.

So, what is happening is that you are doing SO MUCH DAMAGE that you end up hitting the poor target dummy while it has 0 HP.
That is why your total damage figure goes down after shooting an entire magazine. There is no bug here.

If you want to try again to reproduce it, pay attention to the smaller individual damage numbers coming off the dummy instead of the big total number. You'll see plenty of zeros in there because the dead horse is already dead and you can't beat it any harder lol.

I think, it is needless to say that toxic bullets IS increasing the damage properly here, but it just looks lower in the end due to hitting the HP cap of the dummy.
