I assume intended however I do not like the inconstancy or perhaps I don't understand why it is how it is. Torment Pulse procs on some immunities but not others. Mina's teleport, dynos teleport, Visc cube and Pockets suitcase do not proc Torment Pulse. However Calico ult, Ivy stoneform, Mirages sandstorm, Rem's taglong, and yami ult all still procs it despite also being immune to damage. Even Ethereal Shift procs it. It doesnt really effect anything that it doesnt work as much as it just feels odd. Any who having tons of fun in street brawl, keep up the good work and peace love and monkeys yo.
