"Top Healing" sometimes favors self heal, and sometimes favors external healing.

Shields do count as healing, in the match screen, you can use your mouse to hover over the healing stat, you'll see it's divided into "healing, barrier absorb , self damage"

The final value shown is Healing + Barrier absorb - self damage

like for "top healing" it will on the MVP show the support as top healing, and then in the stats menu postgame show the victor or infernus as top healing.

I think these specifically refer to most healing on the winning team, since MVP can only been given to a member of the winning team afaik.
 
The issue here is as follows.

• Expectation: The game summary awards the player who was most helpful to their team by healing others.
• Reality: Self-heals are taken into account, therefore many times a player gets the "Top Healing" award who didn't even have any ability or item to heal others.

I would not strictly consider this a bug, but rather unintuitive behaviour. I'd expect we want to reward supports and teamplayers by making them feel good. This is not what the "Top Healing" feature currently does.

[edit:] I am not aware that this would be sometimes inconsistent. That would indeed be a bug.

[edit 2:] If this is indeed not a bug, but intended, it would rather belong into the private feedback section. Oh well, I'll just post it there too. :)
