Tier 4 Spirit Item: Dispelling Dagger

I had this idea for an item that specifically counters stuff like Doorman door, Kelvin Icedome, McGinnis' everything, etc. It's a tier 4 active that you throw at the target construct to dispel it. This would partially refund cooldown to the person who placed the construct and would place the dagger on cooldown relative to how long the cooldown for the construct was. I wouldn't work on any pve constructs (like sinners, buffs, rejuv crystal, urn) but seems like an good idea against characters who place important stuff. Let me know your thoughts.

Addendum: I'm not married to the idea of the item being Tier 4, so maybe having the dagger be tier 3 and having a tier 4 upgrade would be better. The tier 4 could either remove buffs when it hits a player just like old Capacitor, or the much more funny option would be to have the dagger work on neutral constructs (Rejuv crystal, Bridge Buffs, Urn, Sinners, etc.) and have it that the neutral gets locked out (non-interactable) for 5s (one time only).

This feels very interesting as an item, but it really depends on what it can affect. (I don't think it should affect ults as that may be too strong against some heroes so I won't include them in the list below)

Here we got: Doorman Doors, Infernus Trail, Talon Traps, Holliday Jumppad (And barrel too could fit in), Ivy Kudzu?, McG Turret and Wall, Paige Dragon?, Paradox Wall and Bomb, Sinclair Assistant, Vindicta Stake, Viscous Cube? etc...

Abilities suffixed with a question mark here are up for debate, it very much depends on if you consider stuff like ground effects to also be constructs which could expand the range of things you can nullify.

The issue here arises where a lot of abilities sort of tether on the edge of being considered a "construct" or not and it really depends on what definition you wanna pick here.
If you want to go pure constructs, as in objects that you can collide with or that are marked as entities (like Turrets), then you have a very small selection of abilities to deal with.

Personally my biggest gripe with this item is how there isn't really a good definition for what these types of abilities should be, some people argue about which abilities should be targettable by slowing hex already.

As you said already, T3 would be better for this item but I wouldn't include a T4 upgrade if you're doing that, I wouldn't deem that too necessary.
 
You have a very good point about the definition of "construct," I think it could be very annoying down the line if they implement the item and have a bunch of weird edge cases. That being said I feel like this idea is still worth it, especially for characters like the upcoming Graves.

I think it would be good to narrow the definition here to "physical object that is placed on the ground and stays around for decently long." This would include things like McGinnis turrets, walls, and healing generator, Doorman Doors, Holliday launch pad, Paradox walls, Sinclair assistant, Kelvin icepath?. Kelvin ice dome should be excluded because that would probably be too strong (unless it refunded some of the ult cooldown back). I think the biggest thing it shouldn't affect is ground effects like ivy kudzu, tier 3 Geist bomb, and paradox bomb. The idea for the item is to deny something someone on the enemy team is placing, not attacks.

At the moment there aren't too many things that this item would affect, but if they ever added items you could place, it would be an interesting item to use.
