Purpose Of the Item:
My goal for this item is to provide a simple tier 4 upgrade to fleet foot. The passive effect from this is extremely good and it's a shame there isn't an upgrade to it.
Functionality Of the Item:
The main upgrade to fleet foot that would come with its tier 4 upgrade would be an immunity to movement slows for its duration. Other changes would be simple minor buffs to the current stats provided along with the item.
Fleet Foot -> Flash Foot
+35% Slide Distance -> 50% Slide Distance
+6% Bullet Resist -> 10% Bullet Resist
Passives: Removes the Move Speed penalty while shooting. -> No Change
Active: Gain bonus Move Speed and Slow Resistance. -> Gain bonus Move Speed and Slow Immunity.
I'm not exactly sure how much you would increase the cooldown or duration by, nor the actual stats provided once active but the general concept seems solid.
More or less I just hope to get a tier 4 item with the fleet foot no firing penalty passive.
