The Magnificent Sinclair - Incomplete Viscous ultimate copy

I'm not sure if this is intentional, but when you copy Viscous's ultimate as The Magnificent Sinclair and have Audience Participation fully upgraded, you can only cast your second ability and use active items. The first and third abilities still cannot be used, as demonstrated in the video below.
