the 20% slow on bullet hit - bonus move speed only - doesn't seem to work at all

- The 10% move speed slow from taking damage is now a 20% slow only for the portion over the hero's base move speed

Several move speed items bought, getting shot, my speed doesn't change. Not sure if I'm misunderstanding something.
