Tesla bullets hit through Kelvin Ult

Match 10002530 18:30 playing Seven, Tesla bullets go through Kelvin Frozen Shleter
I shot at a kelvin while he was using his ult, outside of his dome, and the bullet damage did not go through, but the lightning hits from tesla bullets chained off the dome when he was near enough to them, allowing me to continue striking him through his defenses. Attempted to replicate in sandbox, and while tesla alone does not cause consistent punch through, recreating my build allowed bullets to penetrate. Items that increase spirit power increase the effectiveness of this power.
