Tesla bullets does not work with cooldown reduction at all.

I did some testing.

Ivy with only tesla bullets
Fire rate 16.30
magazine 33

Lets assume for simplicity sake that tesla bullets proc every 4th bullet.
Internal cooldown is 0.4 so during full auto firing 16.30*0.4 = 6.52 bullets cannot proc.

This gives us a cycle of 10.52 bullets per proc.
33/10.52=3.13 procs per magazine.

Seems reasonable.

It takes 2.024 seconds to empty the magazine so theoretical max amount of procs if we assume the first bullet after the cooldown procs is
2.024/(0.4+(1/16.30))=4.39 rounded.

After shooting target dummy a while it seems 3 and 4 procs is most common, while 2 and 5 being rare.

I then tried stacking cooldown reduction items that allegedly reduce the icd to 0.2 as shown in the shop interface, above 50% reduction.

Theoretical max procs per magazine would then be
2.024/(0.2+(1/16.30))=7.75 rounded.

Simplified 16.30*0.2=3.26 wasted rounds
4+3.26=7.26 bullets per cylce
33/7.26=4.55 rounded procs

So we have 3.13-4.39 procs and 4.55-7.75 procs per magazine.

After 60 mag dumps with no cooldown reduction and 60 with cooldown reduction I get a sum of 224 and 216 procs, 3.733 and 3.6 avg per mag.
This is pretty close to the worse case 3.13 and best case of 4.39 avg 7.52/2=3.76 procs per mag

So with 0 cooldown reduction you get a proc increase of 3.6%.

Given small sample size the difference is 0.
Cooldown reduction does not work with tesla bullets, despite the shop indicating otherwise.

cdr testing is done with 50.2% reduction to keep fire rate the same.
