This has already been discussed before but I am bringing it up again with video. In the tooltip for Tesla Bullets, it says that it does 40 damage. Testing this with no spirit items and no levels, this is the case but the subsequent bounces go to 45 damage. For Capacitor, it says that it does 45 damage. However in practice, Capacitor does 45 damage to its initial target and the subsequent bounces go down to 40 damage.
So basically, Tesla Bullets GAIN damage upon bouncing while Capacitor LOSES damage upon bouncing.

With Spirit Power, you can further see that the Gain / Loss of damage is flat. It is either +5 damage for Tesla or -5 damage for Capacitor. So the damage for Tesla goes from 55 damage to 60 on bounce, while the damage for Capacitor goes from 60 damage to 55 on bounce.
