Now that I've dragged you in with the title, I shall answer your question. This hero is based off a character in another, much more niche moba by the name of Ted McPain. They're just reskinned but I really do think his kit would work fine in deadlock.
In order to not be a complete ripoff, he will now be described as the worst teddy bear that has ever existed.
Gun:
Teddy attacks at medium and short ranges with high damage.
Machinegun: Medium-ish range, this is your classic spray and pray. Shouldn't have the most amazing damage, but good enough firerate and excellent mag size.
Shotgun: This is his main fire when his ult is active. It does large damage, doesn't fire often and knocks enemies back.
Secondary Fire is unlocked with his passive. Without a skill point in that, he cannot use it.
Additional Munitions:
Allows Teddy to use his secondary fire. Ammo is not consumed, but a charge will be.
Machinegun - Snipe: Fires a long-range projectile dealing bullet damage. This bullet has greatly reduced bullet dropoff.
Shotgun - Grenade: Launches a grenade, which bounces off terrain. When hitting a living target, or settling on the ground it explodes dealing area damage. Deals Bullet damage.
Now, no stats, but more of a rough outline. I'm trying to provide the vibe here and not some balance masterpiece. Both these abilties can secure your kill as well as having around 3 charges and a low-ish cooldown for additional spammability. These make up for your base gun being not that good.
Potential spirit scaling on this skill is difficult. Range/bullet speed on snipe would work well, to make it less oppressive in lane and provide a nice bonus. For grenade, area is the obvious choice.
If we wanna get spicy, can do say around 30 spirit for an additional charge. Sounds kind of like a t3 though.
Airstrike:
Mark a target location. After a 2s delay, the area will erupt in flames, dealing damage to all enemies in that column wether they were under cover or not. This is your tool to get people out from rooms, buildings etc. It also acts as a strong nuke however it should have a rather small aoe and long duration. For balance purposes, cooldown shouldn't be given as an ability upgrade. Let this ability be a very strong nuke you see 1-2 times a fight.
Spirit scaling wise, Damage is an obvious one, but also a little bit of aoe could be nice.
Can also do upgrades with scaling like a DoT for being hit by airstrike or some kind of stun/slow/knockdown.
Stimpack:
Teddy enters a rage, gaining immense amounts of firerate. While firing, teddy will lose health. Health loss will be adjusted based off the time it would take to attack. In this example, if you attacked 5 times a second, you'd take 20% of the damage per second for that shot.
This allows you to manfight, but really speed up 1v1s. You take massive damage, and they take more. Then if they get away, you can finish them off with alt fire. Mitigating the self-damage with upgrades shouldn't be possible, but it should be influenced by bullet resist since he's mainly bullets.
Firerate scaling is an obvious one, duration is another good one. Stuff like self damage is a big no, even if Geist is allowed to hurt herself more with spirit I don't think it's a great idea. Teddy doesn't have regen so health is a resource.
Swap Weapons:
Teddy swaps his gun for his trusty shotgun, which changes his weapon addon to a grenade launcher. Ability ends after a generous duration, all ammo/charges are used or until it's cancelled. Pretty simple skill. You should be able to swap semi-frequently.
This is just a simple ability. Spammable ultimate that gives you a lot of flexibility with fights.
Now, for an ultimate ability, this should have good scaling. Ammo for the main fire is a big one. Scaling bullet damage on spirit is wacky but also probably fine, maybe even things like shotgun range. There's a lot you can do with this.

It's simply just to get a rough kit out of one of the best designed characters from the game it's from. He'd port super well, but unfortunately will never be ported.
