Tankbuster charge up time broken

After the proc on Tankbuster has activated, if you use an ability again within the 8 seconds charge-up time (lets say after only 2 seconds left for the item to recharge) and hit an enemy, the timer resets and restarts and you have to wait the full 8 seconds. Doesn't happen if you whiff the ability (use but don't hit anything).
 
So this is actually not a bug but a new mechanic with the "charge up" items

Previously these times of items were simply on cooldown, but CDR didn't effect them

Now, additionally, they always proc when the condition is met, but their effect is based on the time you waited between triggers

For example, Tankbuster will deal less damage if you trigger it again before the charge up completes

Quick silver reload will give less ammo and fire rate

And so on
 
Tankbuser doesn't seem to trigger even partially/at a reduced effect if you don't wait the full time.

Either way this is a terrible mechanic. I would rather just have a longer CD if they want to limit how often it can proc, but sitting on your ass waiting and doing nothing in a fight is just bad game design.

It does trigger partially
