I feel like a chance to refund stamina is not a great idea, I'd personally stay away from any RNG related stuff.
Make the refund always proc but maybe tie it to a cooldown instead (5s Maybe?) or maybe every second or third special move.

Also as it is now the item seems heavily underpowered, I'd consider it weak even if it upgraded from stamina mastery but it being a forced flat 6.4k is kind of ridiculous. Add some extra effect to it like maybe you get something with wall jumps or you could maybe make it so implements some mechanics from arcane surge or kinetic dash.
