T4 Gun (Active) - Suppressive Fire

My goal with this was to provide a direct upgrade to a couple decently popular early weapon items without making it an instaslot on over half the gun characters, as well as adding a couple unique effects, those being the ammo refunding and decreased accuracy/increased spread.

The way I see this item balancing itself out is the active item slot requirement, and the downsides of using the active ability.

I am by no means a game designer or balancer so please provide balancing insight and other feedback, I just thought that there is no T3+ high ammo count item for those long games that just can't seem to end (outside of Vamp Burst but that bonus is only temporary.)
 
It's an interesting concept, but one flaw I can see is that since it's a combination of two items - like Leech is for Bullet Lifesteal and Spirit Lifesteal - it's immediately a must-buy for any character that would want both Intensifying Magazine and Titanic Magazine since it frees up a slot for them, and becomes very tantalizing to any character late game that would ordinarily just want one of those since they then immediately gain the benefits of the other.

This is less of a problem with Leech, since the two Lifesteal options are geared towards opposite playstyles - weapon focus or spirit focus (sure, heroes CAN do both but splitting focus makes for a more jack-of-all-trades build)

But in this case, most playstyles that would want one of those gun items would likely benefit from the other anyway; so while the Active component has some downsides - I do think making it have an Active component is a good balancer, taking an active slot away is a fair drawback - I think it would still become an instaslot for many gun builds. Not sure how you would balance it, personally.

That's a good point that I completely overlooked. In that case a revised version accounting for this would remove intensifying as a component including the passive and stats that carry over to this item. In exchange, Suppressive Fire would gain some additional stats, maintaining the 110% ammo with a little extra weapon damage and bonus health.
 
I've made similar items before but I think you made this in reverse. This doesn't help with suppressive fire (shooting where the enemy is not to stop them from peeking). This benefits from you hitting your target. A portion of ammo should be returned for bullets that miss.

Okay nevermind I haven't made this item before? I can't find it. I.must have just assumed I already made it because I definitely thought I made the item described.
