T3 Spirit Item: Magna Mag. Steal enemy Ammo!

I was reviewing the T3 spirit items yesterday and I noticed that there just seems to be a series lack of T3 Spirit items that work well for Gun builds, whereas there are a bunch of T3 Gun items that work well for Spirit builds. This item is here to kind of rectify that. It functions both as an upgrade to Mystic Shot as well as a way to counter enemy gun builds while also giving Spirit builds a way to build up a bunch of ammo that isn't just QSR.

The Spirit damage that is on Mystic shot was exchanged for bonus weapon damage due to the change in category and it got some extra ammo by default due to thematic reasons. The Mystic Shot scaling was bumped up a bit across the board (CD, base damage, and Scaling) to account for the higher tier. The biggest thing is the new passive, allowing you to steal enemy mag size. The increase/decrease are both based on % of maximum ammo for each party; so Abrams stealing ammo from Wraith isn't going to suddenly give him dozens of bullets (nor will Wraith Stealing bullets from Abrams give her nothing).

This is sick like silencer against gun carries not for them. My feedback would be that the proc cool down is a little too long, any M1 carry, esp if they bought toxic, would get full stacks really fast. Imo, make it a longer lasting debuff, and give it a damage threshold for a single attack, a la mystic burst. That way it's use case would extend beyond m1 duels, and allow characters with spells like Paige or Kelvin or Victor to disable guns.
