This item could work, I do like AoE dispel types but as a T3 this is a bit much and especially for 28s of cooldown it's way too good.

I think leaning more into silencing items would be a cool idea and you could keep this as a T3 if you had less potential targets + removed the normal buff removal.

You're right. T4 would be more suitable, especially considering Haze (or remove the alt cast option).
And "deals spirit damage" may be replace by slow.
