a simple "get off me" tool, can also be used to push enemies to objectives.

Isn't this effectively a Doorman cart on a lower cooldown? Might be too strong conceptually.
its similar in function but has a way lower range of displacement, and doesn't stun. but you are right about this being too similar, maybe also it knocks enemies in the air a little bit similar to dynamo stomp
 
I think it might work if you eliminate spirit scaling of the displacement, make the base range 8m. Also take off the bonus HP and raise the cooldown some. You don't want it to be spammable once the player buys Transcendent Cooldown. With those changes I could see it as an item that backs off melee characters or keeps people from mantling up to you if you are running away, making it niche but useful.

I get the sense that in a game like this it is better to make items unique from character abilities. This way it is less like Kintetic Pulse or Luggage Cart, and much worse, but still useful every once in a while. IDK though I'm just a guy.

We are all just guys at the end of the day. also i think you are right. the way i see this item it will be bought mostly on squishes to give them a chance to escape, or to counter enemy hero's that rely on being extremely close range, but also can be used in other niche scenarios.
