Killing minions grants stacks. Each stack gives the holder +0.3 m/s sprint speed. Maximum of 8 stacks. After 25s of not kiling a minion, lose all stacks. Taking 100 damage within 5s from any source causes you to lose all stacks.
The idea is that, in a defensive lane, you can play cautious to build up stacks then go use them to do box runs.
Some passive stats might be in order: +5% minion damage, or RoF.
Alternatively, stacks build when you HS opponents and are lost when you get HS. Something like that. I like the idea of an item that you can accrue some stacks on, go use doing something else, then come back to lane, but isn't directly useful in lane itself. Ergo sprint speed.
