active: for 3 seconds, bullets do 90% less damage and apply a debuff that reduces fire rate, move speed, and resists for 1.5s.

General thought: I kinda liked the concept of silencer as an active debuff for guns - more gun-support items would be kinda neat.

Neat concept, but a good few items already do this kind of support-by-shooting effect passively, like Slowing Bullets, Crippling Headshot, Inhibitor. Even Suppressor and it's upgrade Mythic Slow can since it's pretty easy to deal a little bit of spirit damage on bullets. As an active? This item would be pretty difficult to keep balanced. I could see this item being quite problematic in organized play.
