Support Item that heals allay when hiting enemy + Flathealing item

So u pewpew u hitsome one and it heals a flat ammount like 10 per bullet to closet allay, but u cant heal ur self.
Can also add item that improve flathealing and doesnt get effected by spirtelifesteal so u cant go spirtelifesteal and the flathealing item(The hero need to have healing in their kit or the bullet item that heal allays ).
Flat healing item will improve support heros that is all
