Server was so laggy I couldn't claim my own souls while constantly firing at them and other player in the lane just fed off melee. Minions were bouncing all around as well.
My own ping was <35ms but seemed to be server issues.
Definitely an issue in ranked servers. The lobby was all experiencing it, people say other matches happened similar, so think it's a server side issue atm.
