Playing Dynamo in Street Brawl. He doesn't have his ultimate available until something like 45 seconds into the match. Sinclair, however, can use Dynamo's ultimate well before his is available. If Dynamo's ult is deemed strong enough to delay its use that long, then Sinclair shouldn't have access to it or other similar ults.
Don't get me started on the fact that Sinclair's ult cooldown is independent of the one he uses which is kinda dumb, but that's another issue altogether.
