steam connection went down mid queue, got banned when it came back on

i was queueing for a game and it said the steam connection went offline, and when i reopened the game when it came back on i was banned.

Same thing had happened to me, I was in a 6 stack queuing for a game when about 4ish minutes in steam connection was lost. 3 of us (not me) had the re-join match bug where they were able to join the very start of the match (face to face whilst waiting for people to join) where as the rest of us were stuck in the hideout still queuing. about 10 minutes in we got to a point where one of us were able to interact with the table again but the message came up saying I was banned for 6 hours.

this is technically not a bug - game will ban whoever disconnectes from the game, even connection fail.
