Split shot is an interesting item that has a few niche cases like Vyper, Rem, Drifter, and so on; but later on in the game, around mid-late game, it becomes a burning hole in your pocket because when you have full slots, you really want to sell it for a ricochet. Issue is, you're forced to sell a 1600 item at half price (which is already painful) and its active ability that serves... pretty much the same purpose. It's even worse for Vyper, for example, who actually wants to keep the split shot active for her gun's accuracy spread and you end up with a 1600 gun item slotted into your build late game.
If you look at them for what they are... they both do the same thing, they spread your bullet apart to multiple targets. The difference is that split shot fans your bullets out, whole Ricochet tracks it to nearby targets. It's already a natural upgrade, and they end up duoing in a few builds anyway. I think it's a good case to merge them into one build path like melee charge and crushing fist.
If balance becomes an issue, you could have the ricochet deactivate while the splitshot active is active, but it'd be a big QoL change if they were merged into one.
