The description to the item Spiritual Overflow correctly reads that it only provides a scaling fire rate and spirit increase, however the UI for the Item indicates that you also receive ability cooldown reduction which cannot be otherwise shown to be true through ability cooldown reduction times on descriptions nor on inspection of your character's stat screen.

The cooldown reduction does apply, but it doesn't show anywhere in the UI. Enchanter's Emblem works the same way. If you cast an ability during the effect, or trigger the effect while an ability is on cooldown, you'll notice a reduced cooldown.
Cooldown reduction should be shown with the other sidebar stats (by pressing tab) to prevent this confusion.
