Spirit Burn Bugged

Spirit burn appears to be bugged on objectives and NPCs. It procs with every 500 spirit damage dealt, without the cooldown.
You can see this clearly in the final moments of the above match, when I attack the patron and numerous waves of spirit burn are proc'd in a very short amount of time.

This is intentional, you can see in the item description is says "does not expend its cooldown unless a hero is hit."
