Spirit Bridge Buff CDR not working + text display issue

Picking up a Spirit buff will display gained Spirit Power and another number without a descriptor of what stat is being increased (presumably cooldown reduction?)

Testable in sandbox just by punching a Spirit buff, also happens in matches (I don't have a clip of that, but I watched it happen with my friend)

I'm assuming the separation between item and ability cooldowns didn't adjust the text for it, so its unclear which one it affects (if even at all)

After testing - the second number on the casting buff text appears to have no effect at all

I have renamed the thread accordingly

Rescue beam has a base 60s cooldown, and Essence Bomb has a base 10.5s cooldown. both are unchanged in the clip below.
