While bullet damage have metal skin, spirit damage doesnt have an item like that to counter it. So its bad right now and will have no counter. Haze, wraith and others gonna get too much.

I wouldn't want this item to be unaffected by bullet damage counters, just to convert the damage output.

mechanically it would be like that, as damage is converted into different type. They will have to overhaul whole bullet damage system, just to implement this item. So probably if they want it, it will be in far future.
