spectator chat doesn't work outside of custom matches

if you try to team-chat while spectating a match, the chatbox will show "chat (spectators)" , implying you could talk with people spectating games. this feature does actually work if you are a spectator of a custom lobby (and are seeing the game live), but not if you're spectating a game from the watch tab. for some reason spectators can also attempt to talk in allchat, but this also doesn't work.
either remove the ability to press the chat key at all while you're spectating a match from the watch tab, or pls fix this so i can talk with the other spectators about what is happening in the match. itd be cool.
