Soul shredder bullets max range?

Is there supposed to be a max distance on soul shredder bullets?

I'm messin around with mirage in sandbox as mirage. I put myself at half health to try out his life steal. it works when close to the stationary dummy but when I stand at the veil and shoot the dummy that runs back and forth it does not proc the soul shredder bullets but does proc the enduring spirit. When I get close to the moving dummy the soul shredder spirit life steal then works

Items I had were:

• Soul shredder bullets
• Enduring Spirit
• Extra Spirit
• Mystic Burst

I had tornado with one upgrade and djinns mark with two upgrades (One and 2 purchased, 5 not purchased)
