Some t1 items can be flexible

Hello for all deadlock players who reads this!

I think that tier 1 item system is a bit unbalanced. Some t1 items are much more usefull then others (like sprint boots, extra stamina, ammo scavenger etc).
So almost all players buy them. And it makes early midgame a bit unbalanced due to limited slot amount. Some heroes should wait for unlocking flexible slots. Especially tanks, who needs many t2 vitality items.

I have an idea how to fix this:
Player can choose a category of some items, but only once after purchasing.

I guess this will allow to enter midgame at same time for all heroes, also it will make a lining phase a bit shorter, because some heroes will able to buy their key items without waiting for flexible slots.
