If you turn off voice chat, you can still hear all the voice chat of your team. The only way I found out to actually silence it is by muting voice chat volume. If you turn off pings you can still hear all pings. Only the text chat is actually turned off.
Sometimes, even muting someone does not mute their use of pings, clicking you constantly and saying 'careful'. Sometimes muting someone does stop this, but it's inconsistent. Often there is actually no counterplay to ping spam.
