For any reason looks like the subtick doesnt let you perform the casting of things like slowing hex or binding word.
I get such issues even from previous patches and I would like you to look into it
In this video I try to use rapidly slowing hex and it wont activate until the 3rd try (and the same happens with biding word)
Just to clarify i was on Perú server and the match id is 47495045 (but this happens on any server every certain time, not often)
