Sinclair's ult on character who relies on other skills (Silver & Haze)

It is already a dumb choice to copy heroes like Haze or Silver's ult because they are gun, if you are spirit, why can't you make the points Sinclair put into his 1,2,3 reflected on Silver's Lycan curse when Sinclair copies it? also Things like Haze's passive should be copied too.

main change proposed:

-Sinclair's skill point spent on skill 1,2,3 is reflected when copying Silver's Lycan curse (whatever Sinclair upgrades is translated to Ferocious version of 1,2,3 on the Lycan curse skill)
-Sinclair's skill point spent on skill 3 is reflected when copying Haze's Bullet Dance (disables Sinclair's 3, replaces with Haze's 3)

I feel like this change wouldn't even be that OP since both Haze and Silver has a less general build so their ultimate would be weaker when Sinclair uses it

I feel like if you are going to do that you have to make it so that you cant bypass the damage threshold for the ult and activate it immediately - they should put it on a longer timer when sinclair uses it
