Sinclair Ult Cooldown bugged?

I noticed during my last match that when I copied Doorman’s and Graves’s ults my ult went in a 35 sec cooldown as opposed to the regular 85 second cooldown with no cooldown items purchased.

Is this intended or kinda broken?

Haven’t tested on other heroes either
